Construction of waiting shed/reading area in OMNHS

Bago pa man magsimula ang pasukan ng mga mag-aaral ng Occidental Mindoro National High School (OMNHS) ay pormal ng pinagkaloob ng SK ng Brgy. Payompon sa pamumuno ni SK President E-K Almero ang isang unit na waiting shed/reading area sa mga mag aaral para magamit na ito ng husto at mapagsilbihan ng maiigi ang mga kabataan na pumapasok sa nasabing paaralan. Ayon kay SK Almero, ito ay isang handog ng organisasyon ng SK sa mga guro at estudyante para lalong maging epektibo ang kanilang pagaaral.

OJT Leadership Training

Nung summer ay nagkaroon ng programa ang Pamahalaang Bayan ng Mamburao na magkaroon ng On the Job Trainee (OJT) para sa mga kabataang gusto kumita ng extra habang bakasyon at hindi napasok. Tinulungan naman ng SK ng Mamburao ang mga nasabing kabataan para lalong mapabuti ang kanilang talento bilang pinuno na kung saan pinadala sila sa 3 araw na Leadership Training. Ito ay ginanap sa Training Center sa Kapitolyo ng Occidental Mindoro.

SK Provincial Federation Lakbay Aral

Tagumpay na nakadalo bilang mga representatives ng Mamburao ang ilan sa mga SK Chairman ng ating bayan sa lakbay aral ng SK Provincial Federation na dinaos sa probinsya ng Ilocos. Ayun sa mga SK Chairman na dumalo, ang kanilang mga karanasan sa lakbay aral ang nagpatibay sa kanilang kakayahang maglingkod sa kanilang mga nasasakupan.

Linggo ng Kabataan 2006; TAGUMPAY!

Matagumpay na ipinagdiwang ang Linggo ng Kabataan (LNK) noong buwan ng Setyembre. Ito ay nilahukan ng mga mag aaral at kabataan ng ating bayan na kung saan nahubog ng husto ang kanilang mga talento at kakahayan lalo na sa aspeto ng pamumuno. Matatandaan na nagdesign ang pederasyon ng Sangguniang Kabataan ng Mamburao ng mga programa, pa-contest, at ilan pang mga aktibidad para mapagdiwang ang kahalagahan ng kabataan bilang isang mahalagang sangkap ng ating pamahalaan. Ang ilan sa mga programa ng nakaraang LNK ay ang Young Government Officials (YGO), Search for Ms. LNK, dance contest, poster making contest, municipal clean up drive, at iba pa.

ANNUAL ACCOMPLISHMENT REPORT








The Sangguniang Kabataan (SK) Municipal Federation of Mamburao which consists of fifteen barangays came up with several projects especially during the election season last year.

After a very exhausting season last year (2003), which numerous projects were implemented like the J.O.S.E. (Jam Onwards on Sports Excellence Program) program with its pilot project the Batang Oksi Games, a whole year sports development program. The federation also was able to conduct a “Lakbay Aral” in Baguio City in the fourth quarter of the year, which some of the major expenses were shouldered by the SK Municipal Federation President. Also, the Linggo ng Kabataan (LNK) was also observed with several activities reinvented and redesigned to improve from the previous years Linggo ng Kabataan.

For the year 2004, the municipal federation implemented a number of projects. For the 1st quarter meeting of the federation, the body decided that for this year’s festivities in the municipality the SK officials will support all of the ventures undertaken by the youths whether it’s for a sports development program or for other activities designed by the municipal government which are really intended for the youth in the municipality. One pilot project for this proposition is the annual search for Mr. and Ms. Teen Mamburao. Candidates are usually in their pre teen periods which are inside the jurisdiction of the Sangguniang Kabataan. For that reason, SK Chairman Mhickay Mulingbayan proposed that the body should allocate a portion of their funds for the support for the said candidates. SK Chairman Arturo Alafriz also added that this should also encompass all the youths participating in other youth-related activities. On this motion the body readily agreed and guaranteed to support their participating youth in their respective barangay.


The municipal federation has also encountered fund-related problems in the goal to pursue a better welfare of the youths in the municipality. This is because; the federation doesn’t have a sure fund coming from the municipal government unlike other municipalities which their respective municipal government allocated a certain portion of their funds for their SK officials. Also, the federation is in a quest to finalize its annual dues collection because some barangays did not bestow their own annual dues for the municipal federation. For that reason, the municipal federation has come up with several fund raising attempts but usually the amount gathered wasn’t enough to cover the expenses of SK activities in the municipality.

The sports development program and Linggo ng Kabataan funds were also allocated in the office of the municipal mayor which limits the capabilities of the federation to allocate the said funds for SK projects and activities. Being the chairman of the Sports and youth development program in the Sangguniang Bayan, the federation president together with the rest of the SK chairman in the municipality believe that this funds should be allocated in the office of the Sangguniang Bayan or in the office of the SK federation itself for efficient project implementation. This was discussed by the President in one of the informal conversations of him with the previous municipal mayor but the latter disapproved the said recommendation for various reasons.



For the month of March, the municipal government sponsored a Palarong Bayan which entrusted the success of the said league to the SK municipal federation. The body was able to function well, sending their able sports participants to participate in the sports league. Sports uniform of the participating teams was possible because of the allocation of their respective SK funds by the SK officials of the barangay. Other expenses like the daily transportation and food expenses of the players were shouldered by the SK’s using their own personal funds.

Other activities for the feast day of our patron saint, Nuestra Seήora del Pilar were also actively participated by the SK federation.

After the March festivities, the tension of the incoming election was soon plaguing the citizen and even the youth of the municipality. To be able to relieve this, the SK promulgated a municipality wide project designed to go to the different barangays in the town. To formally open this project, a live band concert was held in Barangay Payompon titled: Rock for Peace II, Live Band Concert. Local Bands and newly organized bands in the municipality participated and performed in the overwhelming crowd in the Occidental Mindoro National High School open gym. Bands coming from other municipalities especially the municipality of Sablayan and Abra de Ilog also participated in the said event.



Just like the previous projects of the SK federation, this concert doesn’t have any admission fees or whatsoever. The youths especially coming from the town proper itself enjoyed and benefited the perks and privileges of having SK officials working with them side by side. After the welcome remarks of the SK municipal federation president Glicerio S. Almero III, the different bands proceeded and stimulated the eagerly waiting crowd. The participating bands also didn’t accept talent fees given to them after the said event; this is their initiative to help the SK federation in attaining their goals for the youth.

After the main concert, the live band caravan went to the different barangays in the municipality. Barangays outside the town proper were the first one that benefited the said caravan. Barangays like Talabaan, Fatima, Balansay, San Luis, Tayamaan, Tangkalan and most of the barangays in the town proper illuminated an excellent feedback about the live band caravan in their area. The SK chairmen and chairwomen only accrued minor expenses in accommodating the Bands. Transportation fees and other expenses by the bands are shouldered by the personal funds of the Federation President.

After the caravan, the federation also established a program design to teach interested and qualified youths in the town on how to play the musical instruments. The interested students that benefited this program accrued no expenses. All expenses are shouldered by the federation. Outcomes of these endeavors are two newly organized bands, organized through the aid of the federation. The said bands are now performing in other activities and programs sponsored by the SK officials.

The federation also conducted a program that enabled the katipunan ng kabataan and the SK federation to exchange views, tackles recent issues, and planned for future projects. The Federation officials went to different barangays that enabled them to grasp the main concern of the youths in the municipality. These enlighten the said officials and also the Katipunan ng Kabataan (KK) to the present issues and help them to construct a more effective, efficient and well organized project plan for a year.

The federation also supported different projects of schools in the town area. One example is the mural painting of the students of the Occidental Mindoro National High School. Although, some students are required by their teachers to implement the said project still the federation accompanied the students in accomplishing their projects and in return the students exchange the generosity of the federation through their paintings.




For this year, the candidates for the previously held Mr. and Ms. Teen Mamburao were assisted by the SK officials in their major expenses. The municipal government also spearheaded, through the help of the SK federation a Palarong Pangbayan Basketball League. Most of the barangays, through their SK’s were able to send their representatives to participate in the said sports league.

Previous projects of the federation are still being implemented just like the project concerning about the creation of other bands and the teaching of interested and qualified youth to play the said instruments.

For this year, most members of the federation focus their projects on construction projects that will benefit the youth, example of this projects are electrification program, basketball rings and SK parks. The federation also focuses on sports development program and projects that harness the other skills of the youth in their barangay.

The body will convene again during the 3rd quarter to hold a meeting and also for the project proposal for the third and fourth quarter. It is at this juncture that the SK municipal federation extended their utmost support for the leadership of the SK Provincial Federation President Kendi Villaroza and all of her SK Provincial officials.

2005 Barangay Accomplishment Report


BARANGAY TAYAMAAN



Barangay Tayamaan is one of the high income generators in the municipality of Mamburao. For this calendar year, a total of one hundred and twenty five thousand pesos (125 000) was allotted for the annual development fund of the Sanggunian Kabataan in the barangay.

Just like the other barangays in the municipality, the barangay thru its SK officials especially the SK Chairman of Tayamaan Laurence de Guzman selected competent representatives for the yearly search for Mr. and Ms. Teen Mamburao. A financial aid and other necessities were extended to the participating contestants to show that the SK is in full support in their venture to bring glory in the barangay.

The newly elected mayor conducted a basketball league in which different barangays participated to be able to show off their youths talents and at the same time promote camaraderie among players in different areas in the municipality. The SK officials are in a quest to bring glory once again in their beloved barangay, in which they succeed because the Team Tayamaan was able to bag the crown, capturing the championship title. The body acquire their funds through the sports uniform fund in the annual development which totaled twenty five thousand pesos (25 000). The sports uniform therefore which was allocated for this sports league was worth it. The SK officials right now are pursuing to strengthen its team to be able to defend its crown from other eager contenders for the next sports league.

Comparing to the other barangays, Barangay Tayamaan has a sports league of their own. But just like the other areas which are situated outside the town proper, lighting of the basketball court is a major problem. To alleviate this, the body decided to allocate fifteen thousand pesos (15 000) for the lights of the Basketball court. The SK chairman purchases several light bulbs and bundles of wires ready for implementation for the second quarter. As to this date, the SK officials here in Barangay Tayamaan receive praises from their fellow youth for the implementation of this project.



The officials here in Barangay Tayamaan are currently conducting its summer league in Tayamaan proper where the new installed lights are located. The body allocated about twenty thousand pesos for this venture. The SK chairman also convened with his councilors to come to a decision that selected and able youth in the barangay will facilitate the basketball league to harness their leadership skills. The goal for this decision is to provide an experience among the youth on how to run an endeavor like this so that they will be prepared in case they were the one chosen to replace their leaders in the incoming election. The SK officials also are working side by side with their fellow counterparts so that they will aid them in running the basketball league. The basketball league is presently at its finals round and it will be expected to be finished at the second week of May. Generally, the league was held smoothly and effectively.

For the third quarter, two basketball leagues are scheduled for implementation. For the reason that the barangay encompass a great amount of land area and some youth in the barangay doesn’t have the means to go to barangay proper, the body decide to bring the barangay to them. The body allocated ten thousand pesos (10 000) for this undertaking. This will be done in Sitio Aroma and Sitio Dungon which are seldom reached by the barangay officials.

Lastly in the third quarter, the SK officials decided to allocate its fifteen thousand pesos (15 000) in musical instruments. This will aid the youth in the barangay, especially the younger ones in the public elementary school to harness their other skills like playing those musical instruments. For the fourth quarter, the body will provide Basketball goals in Sitio Ayunganan to make it possible for the youth in that respective area to play and enjoy some leisure time. For this project, the SK officials allocated thirty thousand pesos (30 000) for immediate construction.

The SK officials are in all support in their barangay officials and their fellow citizen; most of them are helping out in cultural activities like the so called “sagala” or “mayuhan” and fiestahan activities. Even in a simple way, the SK officials are still helping and lessening the burden of the barangay officials.













BARANGAY FATIMA





Barangay Fatima through the chairmanship of Arturo Alafriz convened with his SK councilors to formulate its 1o% Annual Development Plan. The amount to be accommodated totaled about sixty three thousand eight hundred one and twenty centavos (P63 801.20).

During the previous years, the SK officials in the barangay have come up with ingenious projects to enhance the capabilities of the youth. The body allocated funds for a Sports fest in the barangay to be able to harness the youth sports skills and at the same time promote camaraderie. The body allocated a twenty thousand pesos (20 000) fund for these sports league.

Through the generosity of the SK officials in the barangay, they were able to donate musical instruments in the nearby Fatima Elementary School that will be put into use when there’s an event or undertaking in the barangay, especially during a school parade. The school tried other methods in acquiring their musical instruments but is having a hard time to find sponsors for the instruments. But, because of the SK chairman, he convened with his SK councilors to aid their beloved school in their barangay. The musical instruments amounted to ten thousand pesos (10 000).

As our law states that no one is above the law, and ignorance of the law excuses no one. The body decided to construct Barangay Ordinance Markers. This would be helpful in the citizen of the barangay to know exactly the recent and past ordinances that are being governed in their area. The markers were placed strategically in key areas where the ordinances will most likely be viewed. Twenty thousand pesos (20 000) was allocated for the construction of the ordinance markers.

The barangay was able to purchase several sports equipment to be use in future sports fest and other sports activities. Five thousand pesos (5 000) was needed for the purchase of the sports equipment.

The SK officials of Barangay Fatima were known to be the livelihood motivator among their youth. During the previous years, the officials acquired some livestock then gave it to selected youth in the barangay to give them the right to raise it. In this way, the officials knew that they can help their fellow citizen in giving them the opportunity to practice their livelihood skills.

For this year, the annual development fund was allocated mostly in training and seminars, for the reason that the SK officials will be concentrating on its pilot project for this year. This project is scheduled to be a long term implementation in which the target goal for this year is to enhance the leadership skills of the youth in the barangay. It is a year long development program in which the implementation will be quarterly, three days each for every quarter. The sponsors are Enrich International, TESDA, Avon and other establishments nationwide that will enhance and facilitate the leadership and livelihood skills of the youth in the area. There are also other goals of the SK officials like providing an Information Technology (I.T.) livelihood program in which it will boost what the participants in the said seminar have learned.

A sports fest was held lasting from April to May this year. It’s a basketball summer league where the citizen of Barangay Fatima were provided to practice their talents and at the same time enjoying their leisure time. The body allocated fifteen thousand pesos (15 000) for this league.

For the third and fourth quarter, The SK officials will pursue its second implementation of their seminar with Enrich International. An amount of fifteen thousand pesos (15 000) will be allocated for this endeavor.

The body is planning to acquire an Amplifier equipment to be used in the seminar. This will lighten the burden of the SK officials because this will cause a decrease in the use of funds during seminars and training program. The fund intended for the hiring of an amplifier will be diverted to other item that will also be useful to attain the common goals of the barangay.




BARANGAY 8



The SK officials of Barangay 8, through its SK Chairman Ma. Christina Blancaflor organized to set up their annual development fund for this year.

Last year, the organization has accomplished certain beneficial projects. The body was able to purchase several sports equipments through the use of its annual development fund last year. Currently, these sports equipments are usually borrowed by the youth in the barangay to enjoy some leisure time.

A barangay marker was constructed last December and was placed in key areas in the barangay so that the youth will know who the SK officials in their barangay are. This project would greatly help in attending to the needs of the youth in the barangay because they know where to go to in case they want to voice out their opinions.
A table tennis board was also constructed in the month of December to still provide not only the youth but to every citizen in the barangay a good way to exercise and spend their leisure time. As of this date, the said table tennis board is being use and is located in the open area of barangay 8, near the basketball court so that it will provide an easy access to the board.
Clean and Green was also the main concern of the SK officials in the barangay. Even though the barangay does not cover a large amount of area, still the garbage and other rubbish in the area are profuse. To be able to prevent up scaling the bulk of garbage in the area, the body entered into a contract to allocate portion of its fund in making trash cans to be put up in main areas in the barangay. There are currently ten trash cans located within the boundaries of the barangay.

Lastly for the previous year, the SK’s sponsored a basketball team in the Palarong Bayan sponsored by the Municipal Government. The body sponsored a midget team that competes with other barangays in the same division. The SK chairman served as the manager for the team and at the same time providing them with sports uniforms.

For the present year, the organization once again sponsored a basketball team in the recently held Palarong Bayan 2005. The body provided the team with complete sports uniform bearing the name of their beloved barangay.

The SK’s also allocated funds for the training and seminar held in Baguio City last April. This seminar comprises generally about the barangay governance in the country. The seminar provided an enhancement of the leadership skill of the SK’s in the barangay.

The SK officials also play a major role in the celebration of the Mayuhan festival in the barangay. They facilitate and make it possible for the young leaders elected as officials in the Mayuhan celebration to function well and at the best interest of their constituents.

For the third and fourth quarter of this year, the body planned to use the remaining balance of their training and seminar. Also, the officials are planning to conduct a sports league for the younger brood in the barangay.

The body also allocated funds for the cultural celebration in the town fiesta on October. Lastly, acquisitions of books (most likely Encyclopedias) were appropriated through the use of the SK fund. Instruments intended for the use of the barangay in gatherings and other events are also planned for acquisition if the budget will permit.

BARANGAY 4




The annual development fund of the Sanggunian Kabataan of Barangay 4 for this year amounted to forty eight thousand seven hundred sixteen and eighty centavos (48 716.80).

Last year, the SK chairman Cliff Richard Bautista together with its SK Kagawads appropriated funds for the Sports Uniform of their teams in the Palarong Bayan last March of the previous year. Twenty thousand pesos (20 000) was allocated for their sports uniforms. Fortunately, their team for the junior division bagged the championship crown.

Communication equipment was also allotted for the cellular phone of the SK chairman. This will ease the flow of information to the official that will help in attending the needs of his fellow constituents.

During the last search for Mr. and Ms. Teen Mamburao, the barangay was able to select able participants to represent their locale. One of the Ms. Teen contestants bagged the Ms. Teen Barangay, one of the major positions in the prestigious search.
At the beginning of the new calendar year, the body allocated twenty five thousand pesos (25 000) for the sports uniform of their team at the recently held Palarong Bayan 2005 last march.

The SK officials have also appropriated eight thousand pesos (8 000) for the barangay representative in the recently held search for Mr. and Ms. Teen Mamburao.

The SK chairman attended a training and seminar in Baguio City, spearheaded by the Department of Interior and Local Government (DILG). The seminar is all about barangay governance and how to improve your leadership skills in your respective locality.

A summer boxing tournament dubbed as the “Blow by Blow sa Cuatro” will be held on May 14, as scheduled in the barangay. Some fellow boxers in the other barangays were invited to participate and give you an idea about their sports skills, especially in this boxing tournament. Other boxers in Mamburao, Abra de Ilog, Paluan and Sablayan (MAPSA) were also invited.

As to the third and fourth quarter for this year, the remaining fund from the annual development fund will be allocated in the Clean and Green program of the barangay in preparation for the contest of the municipality for the cleanest and greenest barangay.




Barangay 5




Frank Gray Iniego, the SK Chairman of Barangay 5 set up its annual development fund last year and came up with nifty projects.

Last year, an amount of sixteen thousand pesos (16 000) was appropriated for the construction of a movable court near the barangay hall. These would help to harness the sports expertise of the youth in the barangay.


Fifteen thousand pesos (15 000) was allocated for the Sports uniform that was held last October during the Sports fest conducted by the Municipal government. This was held at the same time when the founding anniversary of the town was being celebrated.

An amount of eighteen thousand pesos (18 000) was appropriated for the purchase of several pieces of equipments. One equipment that was acquired by the barangay was an amplifier. The amplifier was being used for barangay events and other youth related endeavors.
One of the equipment that was acquired last year that are currently being used to support the barangay activities.


Other equipments that were acquired are balls for the basketball league, Halogen lights for the electrification program and other equipments that are intended for use in the sports league.
For the present year, the SK’s also selected a pair of young teens to represent their barangay in the most recent search for the Mr. and Ms. Teen Mamburao. The body allocated fifteen thousand pesos (15 000) to be able to fund their contestants for the search.

The SK Chairman attended the training and seminar in Baguio City which was also the same seminar attended by most SK’s. Frank Gray allocated at least ten thousand pesos for this seminar.

Currently, the SK officials are facilitating the barangay activities for the mayuhan festival.


For the third and fourth quarter, the remaining fund in the 10% annual development will be allocated for the Barangay Markers wherein all the names of the barangay officials will be engrave. The body allocated twenty thousand pesos (20 000) for the construction of the markers.





















BARANGAY 7



Rhoda Jane de los Reyes, the SK Chairman of Barangay 7 convene with its SK Councilors to set up its 10% Annual development fund for the present year. The body appropriated eighty four thousand and five hundred pesos (84 500).

Last year, a number of essential books were purchased. Acquisitions of these books, which can be borrowed by almost everyone for reading or researching, greatly boost the intellectual skills of the youth in the barangay. Most of these books are law books and encyclopedias in which the officials, even the Barangay Kagawads and Barangay Captain can research if there’s a time that they will need to.


The officials also allocated a number of sports equipment intended for use in the sports league of the barangay. These sports equipment are usually borrowed from the SK Chairman, most of them by youth to enjoy some leisure time and practice their individual skills.

The barangay was also able to produce representatives for the search for Mr. and Ms. Teen Mamburao. The fund used came from the cultural activities fund which is directly intended for this venture.

Communication equipment was also appropriated for ease in sending information and it would be an effective way to communicate among others. Eight thousand pesos (8 000) was appropriated for the equipment.

A scheduled summer league will also be held if the SK officials will be able to push through the necessities for this sports league. The implementation schedule for the league is from April to June. A twenty five thousand pesos (25 000) fund will be allocated for the success of the sports league.

The scheduled projects for the third and fourth quarter for this year are as follows: A five thousand pesos (5 000) will fund the cabinet that will house the books that were purchased last year. The scheduled implementation of this project is from July and September.

Part of the amount of training and seminar fund was depleted because of the recent travel of the SK Chairman in Baguio City. SK de los Reyes attended the seminar about barangay governance. Ten thousand pesos (10 000) was appropriated for the said travel.

Even though the schedule for implementation of the sports equipment fund is from January to December, the SK’s decided to allocate the funds as much as possible. They purchased several sports equipment that will be added to the previous sports equipment purchase last year.



Barangay 1



Barangay 1 is considered as one of the smallest barangay in the municipality. During the previous years, the 10% Annual development fund only totaled forty two thousand one hundred five and fifty nine centavos (42 105.59).

Sports uniform was allocated for basketball leagues in the municipality. Usually, Barangay 1 and 3 combine in major sports league for the reason that only a number of able athletes can be found in the both barangays. Twenty thousand pesos (20 000) was allotted for the sports uniform.

Seventeen thousand pesos (17 000) was allocated for the training and seminar which enhanced the leadership skills and contribute to the leadership knowledge of the officials.

A portion of the fund which totaled four thousand two hundred sixty three pesos and forty eight centavos was allocated for the repair of the street markers in the barangay.

For this year, the total amount for the 10% Annual Development fund totaled forty two thousand and one hundred five pesos.

The fund for the sports uniform for this year decreases which now totaled fifteen thousand pesos (15 000). This fund was used in the recently held Palarong Bayan 2005 in which the expenses for the sports uniform were equally shared by Barangay 3.

Barangay 1 also has its representatives in the recently held search for Ms. & Mr. Teen Mamburao. One of the contestants bagged the 1st runner up in the search.

The contestants were able to receive aid from its SK officials through the use of the cultural activities fund which totaled fourteen thousand pesos. A portion of the annual development fund was left for implementation.


Barangay 2




SK Chairman Madonna Barrera of Barangay 2 convened with her SK councilors to appropriate funds for the 10% Annual Development Fund for this year. Sixty eight thousand five hundred pesos (68 500) was the amount appropriated for the SK projects in the barangay.

Last year, the SK’s focused on fund raising activities. Several plans were tried and implemented for the increase of fund to be use in other future projects of the Sangguniang kabataan officials. All funds accumulated for the whole fund raising activity will be diverted to the savings of the organization.

Through a joint project between the barangay officials and the SK, the body was able to put up several streetlights in different areas in the barangay. For the reason that the total amount of annual development fund of the SK is not that immense, the body decided to enter into a joint project with the Barangay Captain. These streetlights will reduce the number of accidents and any untoward incidents in the streets of Barangay 2.


For the first quarter of this year, a twenty three thousand five hundred pesos (23 500) was appropriated for the sports uniform of the youth in the barangay to be used in different sports league in and outside the barangay. These funded the sports uniform of the youth that compete with other youth in other barangays.

For the second quarter, the body appropriated fifteen thousand pesos (15 000) for the Clean and Green Beautification of the barangay. This is to maintain the cleanliness of the community and to provide greener surroundings to the citizen of Barangay 2. This will be likely used for the competition of the cleanest barangay in sometime of third quarter.

A ten thousand pesos fund was allocated for the training and seminar. This was utilized for the traveling expenses of one of the official in Baguio City last April to attend a barangay governance seminar.
At this juncture, SK Barrera is supervising the Mayuhan activities in the barangay. She is attending the needs and the different requirements of the citizen of their barangay for the success of the said festivities.

For the last quarter of the year, the SK officials allocated twenty thousand pesos (20 000) for the construction of several units of streetlights to be constructed in other dimly light areas of the barangay.


















BARANGAY 6




Michael Rutor, the youngest SK Chairman in the municipality appropriated funds for the annual budget of the SK’s in Barangay 6 in its development plan for this year. A total amount of fifty one thousand nine hundred twenty three and sixty centavos was appropriated for this year.

Last year, a pair of candidates was supported for their representation of the barangay in the last year search for Mr. and Ms. Teen Mamburao. Major expenses of the said candidates were shouldered through the use of the SK fund.

During the last term of Mayor Alan Aquino last year, he was able to hold a Basketball league before the election. The SK officials were able to fund a basketball team for the said sports league. A ten thousand pesos (10 000) fund was make spend.

SK Rutor together with his lone councilor, allocated funds for the sports equipment acquired last year. Twelve thousand (12 000) pesos was utilize for the equipment. The SK chairman also allotted funds for the construction of an SK marker located in key areas in the barangay.


For this year several projects were allocated for the youth welfare of Barangay 6.

The sports uniform fund encompassing the amount of twenty thousand pesos (20 000) was accommodated for the sports uniform of the basketball team that competed with the other barangays in the municipal government sponsored Palarong Bayan 2005.

SK Michael was able to attend the training and seminar sponsored by different organizations of the government in Baguio city last April. Nine thousand nine hundred and twenty six pesos was appropriated for the said seminar.

For the third and fourth quarter of this year, the body appropriated funds for the Repair of the Basketball court in the barangay. Twenty thousand nine hundred and fifty nine pesos will fund the construction.






















BARANGAY 3



Barangay 3, through the leadership of SK Chairman Grace Villar appropriated funds for their annual development this calendar year. The total amount allotted for the 10% fund totaled forty one thousand five hundred ten (41 510).

Last year, projects of the Sangguniang Kabataan in the barangay appropriated funds for a number of projects.

The body merge with the SK’s of Barangay 1 for the funding of the sports uniform for last year Palarong Pambayan sponsored by the municipal government. The amount of funds allocated by the SK’s of Barangay 3 for the sports uniform was equivalent to the amount of funds allocated by the SK’s of Barangay 1. This promoted camaraderie and cooperation among different SK’s in the municipality.

Usual projects scheduled last year will be realigned for this year for other major projects as deemed necessary by the SK officials.

For the 1st quarter of this year, cultural activities fund was allocated. This is to support the cultural and social activities of the municipal government. A five thousand pesos fund (5 000) was appropriated for this undertaking.

For this summer, a scheduled summer league will be implemented. This will be spearheaded by the Sangguniang Kabataan of the Barangay. The funds that will finance this endeavor will come from the 10% Annual Development fund. This summer league will maintain, develop and at the same time promote harmonious relationship of the youths in the barangay. Fifteen thousand pesos (15 000) will be allocated for the said league.

For the third and fourth quarter of this year, the body appropriated a portion of their funds for the training and seminar. This is done to uplift the knowledge and skills for the performance of duties and responsibilities of the young officials. Five thousand six hundred and eighty pesos (5 680) was allocated.

A fifteen thousand pesos (15 000) fund was appropriated to shoulder the Sports uniform and other expenses for future sports league in the municipality. This fund was also allocated for the reason that it will help maintain and develop harmonious relationship of the different youths in the municipality.






BARANGAY BALANSAY




SK Jifry Jay Rosillo, SK Chairman of Barangay Balansay is one of the most sports minded SK in the municipality. SK Rosillo averages four Sports league every year. This year, the SK chairman allotted one hundred fifty three thousand two hundred eight pesos and forty centavos (153 208.40) for their 10% Annual Development Fund.

SK Rosillo started last year’s programs and plans with a Basketball league. Overall, four sitios were benefited by the said sports league namely Sitio Suntay, Sawmill, Casoy and Balansay proper. Forty thousand pesos (40 000) were appropriated for the said basketball league.

The SK’s of barangay Balansay appropriated funds for the construction of a movable basketball ring. Currently these basketball rings are enjoyed and was put into use by the youth of the barangay.

The body was also been able to select competent representatives for the last year search for Mr. and Ms. Teen Mamburao. The pair comprises of one boy and a girl. Major expenses were also shouldered by the body though the cultural activities fund.

For the past sports league of the municipality, the barangay was able to send proficient players to harness their sports skills with different youths in the municipality. Thirty thousand pesos (30 000) were allocated for the whole year for this sports league.

Several sports equipment was acquired last year and is currently in the safekeeping of some youth leaders in the barangay. This was done to allow an easy way of disseminating sports equipment to the youth.

For the year 2005, the body has come up with several projects already. Last February 14 a Disco was held in Barangay Balansay to give some time to the youth to enjoy some leisure time and at the same time commemorate Valentines Day with their love ones. The fund that was used came from the savings of the barangay SK and was realigned to accommodate the said venture.

SK funds was also utilize for the Sports Uniform of the participating home team in the recently held Palarong Pangbayan 2005.

SK Rosillo attended the seminar in Baguio City last April which is all about Barangay Governance development program. The fund appropriated was at least ten thousand pesos (10 000).

Currently, the SK officials are facilitating the Mayuhan festivities in their barangay, offering their help to the festivities and barangay officials.

For the third and final quarter of this year, a scheduled acquisition of sports equipment will be implemented. There are also four scheduled Sports league in the barangay from September to December. Four sitios will benefit the said sports league namely; Sitio Sawmill, Casoy, Suntay and Balansay proper.

For the month of October to December, a construction of street lights will be appropriated. Sitio Suntay will benefit the said streetlights. Forty thousand (40 000) pesos will finance the said project.

The body also allocated funds for the repair and maintenance of Barangay owned facilities. This are scheduled from April to December. A ten thousand eight hundred eight pesos and forty centavos (10 808.40) will fund the project.






BARANGAY TALABAAN




Noelyn Kate Tapales, the SK chairman of Barangay Talabaan and her councilors appropriated funds for their annual development fund for this year.

Last year, the SK’s was able to held two basketball leagues. Forty one thousand (41 000) pesos funded the said sports leagues. A basketball league was held in the barangay proper to commemorate the foundation anniversary of the barangay while the basketball league in Talabaan annex was conducted to remember the feast of the Patron Saint, Santa Elena.

The body was also been able to send their representatives and players for the sports league last year.

A five thousand pesos (5 000) fund was allocated for the beautification project of the barangay. Previous projects like waiting sheds and other resemblance projects were repainted and repaired using the said fund.

For this year, thirty five thousand (35 000) pesos was used to finance the sports uniform of the home team that participated last March in the Palarong Pangbayan sponsored by the Municipal Government.

For this month of April, a basketball league was held in celebration to the fiesta of the Patron Saint of Santa Elena. This was held in Talabaan Annex and was funded using the twenty five thousand pesos (25 000) fund.

Currently, the SK’s are supervising the Mayuhan festivities in the barangay with the help of some youth leaders.

For this year, a major portion of the Sports Equipment and Development program fund, amounting to thirty two thousand (32 000) pesos was use for the acquisition of some equipment and for expenses in Sports League held inside and outside the boundaries of the barangay.

For the third and fourth quarter, a scheduled construction of waiting shed will be implemented. Funds allocated for the said construction totaled to thirty four thousand pesos.

Communication equipment will also be acquired for ease in information sharing especially if the barangay is far from the town proper. Seven thousand pesos (7 000) will be appropriated for the equipment.


BARANGAY TANGKALAN




SK Bes Tagumpay convened with her SK councilors to appropriate funds for their annual development fund for this year which amounted to seventy eight thousand eight hundred fifty pesos (78 850).

Last year, Barangay Tangkalan decided not to participate in the Palarong Bayan. Instead of joining the said event, the barangay concentrated on strengthening their players’ individual skills to be able to compete side by side with other competitive barangays.

The body also allocated funds for several sports equipment for barangay use. They also were able to acquire tennis nets that are now being use in the newly constructed barangay basketball court.

For this year, the barangay was able to produce two candidates for the previously held search for Mr. and Ms. Teen Mamburao. Expenses incurred by the contestants were shouldered using the ten thousand pesos (10 000) fund of the SK.

For future project implementation, the body appropriated fifteen thousand pesos (15 000) for the sports uniform which is scheduled for implementation from 1st quarter to 4th quarter. This will aid the barangay players and athletes in future and currently held sports league.

Fifteen thousand (15 000) pesos was also allocated for the clean and green fund. This will aid the goal of the barangay to provide clean and green surroundings to its constituents through their clean and green beautification program.

Finally, the Sangguniang Kabataan of Tangkalan is scheduled to conduct a Palarong Barangay. The remaining thirty eight thousand eight hundred fifty pesos will finance the said sports league.
BARANGAY SAN LUIS









Barangay San Luis through the chairmanship of Mhickay Mulingbayan set up their annual development fund together with her SK councilors for this year. A total of sixty-four thousand seven hundred ninety eight and eighty eight centavos (64 798.88) were allotted for the developmental project for the present year.

Last calendar year, the organization focuses its program in strengthening its sports development in relation to the past standings of its youth in past sports league in the municipality. The goal for the earlier year was to reinforce the skills of their youth to be able to compete side by side with their fellow counterparts. The body decided to participate in several sports league in the municipality. Most of the fund for the sports development program was accommodated in providing sports uniforms for the participating youth.

The projects that were designed to be implemented in the third and fourth quarter of the previous year were not put into action. The SK officials decided to keep it as a savings for later projects most likely construction ones which needs a vast amount of funds. The body therefore kept in mind its limited amount of funds for the construction to push through.

For this year, the fund focuses on enriching other skills of the youth. Eleven thousand pesos was allocated for the support of the barangay candidates in the last Mr. and Ms. Teen Mamburao. One pair of contestants (one boy and a girl) was selected to be the representative of the barangay for the search. Although the contestants weren’t able to bag the crown, still it’s the fine representation of the youth in Barangay San Luis that ascend above all. The body found it worthwhile that they decided to select promising individuals which represented the barangay excellently.

For the Sports development program, twenty four thousand pesos was allocated (24 000). A summer league was conducted in the newly constructed basketball court near the barangay hall. There are two divisions namely; the junior and midget division. In the respective divisions, most players are in a very young age for the reason that the body decided it to harness their sports skills at a very young age. However, problems arise in implementing the summer league. Electric bills were shouldered by the body and unfortunately the consumption of the electricity exceeds the expected consumption. The SK Kagawads of the barangay volunteered to be the committee and other sports league officials to save out funds so that the allotted money was diverted to the electric bills. Awarding ceremony was scheduled on May 15. Through the generosity of our SK Municipal Federation President, he gladly donated trophies, medals and cash prizes to help out in our endeavors.
For the third and fourth quarter, the body scheduled for the construction of lights in the basketball court. This was scheduled for implementation because usually the sports league was held at daytime for the lack of proper lighting in the basketball court. Therefore, most players weren’t able to attend and play in their scheduled game because most players attend school at daytime or have work. If the construction push through, future sports league may be held at night so that most players will be able to participate in their scheduled game.

Lastly, five thousand pesos (5 000) was allocated for the training tools and seminar for future travels that will improve the leadership skills and employ proper governance among our constituents.











BARANGAY PAYOMPON






Barangay Payompon thru the chairmanship of the Municipal Federation President Glicerio S. Almero III, convened with its SK councilors to formulate its 10% annual development fund for the calendar year 2005 as mandated by Section 1, Article XVII of the Constitution and By-Laws of the Sangguniang Kabataan and other pertinent provisions of RA 7160.

The total allotted funds for this year amounted to Two hundred twenty thousand four hundred ninety-six and sixty eight centavos (220 496.68).

Forty five thousand pesos (45 000) was allotted to Sports and Youth Development Program. The said fund will be use to accommodate future sports league and other development program in the barangay designed to harness the different skills of the youth. Supposedly, there will be a summer league in the barangay, but due to other projects that are scheduled at the same time with the proposed summer league and other commitments to the barangay the said league was moved and was settled to be held during the last month of the year, specifically the month of December.

An inter-barangay basketball league through the initiative of our Municipal Mayor Joel Panaligan was held during the first quarter of the year, and our barangay was able to produce a representative team. For the reason that there are profuse talented youths in our barangay, previous members of the varsity were disqualified to give chance to other to represent his barangay. Due to the generosity of our barangay captain, Alvin T. Aquino he shouldered the team’s uniforms through their respective funds in the barangay.

Last March 20 of this year, the annual search for the Mr. and Ms. Teen Mamburao was held. Our Barangay was able to produce two pairs of contestants (two boys and two girls). Major expenses were shouldered and one of our contestants was crowned as Mr. Teen Mamburao.



Forty thousand pesos (40 000) was allotted to the Construction/Improvement/Repair of Parks/ Monuments/Markers. This will be use to improve an existing park located near the Silangan Market of the town proper. Due to budget constraints, our barangay captain proposed of a joint project between the SK and the barangay for the said park. Together, we will improve the said park to welcome visitors to our humble abode. Also, there are still savings coming from our previous annual development fund during the year 2003 and 2004. This will support our goal to improve the said park and for other purposes as well.



Last year, several streetlights were constructed through the help of some barangay officials. SK officials in the barangay were usually the ones that are requested to bring up this issue to the higher level, in this case the Barangay. The officials deliberated this issue, and after consideration the barangay was able to put up a number of street lights in areas that are in need of this electrification program.

The pioneer project of the SK officials of Barangay Payompon is the acquisition of musical instruments for live bands. This motion by the body was unanimously approved because of the numerous benefits that it will bring to the barangay.

The SK officials launched a program that enabled the qualified youths in the barangay to be taught by senior band members so that they can also organize their own bands. As of this date, three bands were created because of the said program. The said bands are currently performing in SK related activities and are usually invited to perform in other barangays. These band members are proud products of the SK officials of Barangay Payompon.



For this year, the body agreed to a total of one hundred thousand pesos (100 000) for the allotment of the electrification program. This project gives priority to the remaining streets and roads in the barangay. Those roads without proper lighting usually cause a lot of accidents and other unwanted incidents. Our goal for this year is to lessen those kinds of incidents and to provide accident free roads. Those projects will likely be implemented at the end of month of May or in the third quarter of this year.

Clean and Green program was obviously included in our yearly planning. Our mission for this year is to revive past projects of the previous SK administration in our barangay, most specifically the trash cans which separate those biodegradable from the non-biodegradable. These trash cans are located in key areas in our area. A total of ten thousand pesos (10 000) was allotted for this project.

Trainings and Seminars was also included in the yearly annual development to provide our officials to grasp certain and important tools in improving their skills in leadership and in developing new leadership style. Two of the SK Kagawads served as the representatives in the recent training and seminar held in the city of Baguio by the DILG concerning issues affecting barangay governance. This step would greatly enhance their leadership skills and they will be able to share what they have learned in the seminar to our fellow youth.

Also, previous projects of the barangay were still being implemented especially the training of qualified youths to engage in recreation to the musical instruments acquired last year.
