2005 Municipal Federation Accomplishment Report

ANNUAL ACCOMPLISHMENT REPORT








The Sangguniang Kabataan (SK) Municipal Federation of Mamburao which consists of fifteen barangays came up with several projects especially during the election season last year.

After a very exhausting season last year (2003), which numerous projects were implemented like the J.O.S.E. (Jam Onwards on Sports Excellence Program) program with its pilot project the Batang Oksi Games, a whole year sports development program. The federation also was able to conduct a “Lakbay Aral” in Baguio City in the fourth quarter of the year, which some of the major expenses were shouldered by the SK Municipal Federation President. Also, the Linggo ng Kabataan (LNK) was also observed with several activities reinvented and redesigned to improve from the previous years Linggo ng Kabataan.

For the year 2004, the municipal federation implemented a number of projects. For the 1st quarter meeting of the federation, the body decided that for this year’s festivities in the municipality the SK officials will support all of the ventures undertaken by the youths whether it’s for a sports development program or for other activities designed by the municipal government which are really intended for the youth in the municipality. One pilot project for this proposition is the annual search for Mr. and Ms. Teen Mamburao. Candidates are usually in their pre teen periods which are inside the jurisdiction of the Sangguniang Kabataan. For that reason, SK Chairman Mhickay Mulingbayan proposed that the body should allocate a portion of their funds for the support for the said candidates. SK Chairman Arturo Alafriz also added that this should also encompass all the youths participating in other youth-related activities. On this motion the body readily agreed and guaranteed to support their participating youth in their respective barangay.


The municipal federation has also encountered fund-related problems in the goal to pursue a better welfare of the youths in the municipality. This is because; the federation doesn’t have a sure fund coming from the municipal government unlike other municipalities which their respective municipal government allocated a certain portion of their funds for their SK officials. Also, the federation is in a quest to finalize its annual dues collection because some barangays did not bestow their own annual dues for the municipal federation. For that reason, the municipal federation has come up with several fund raising attempts but usually the amount gathered wasn’t enough to cover the expenses of SK activities in the municipality.

The sports development program and Linggo ng Kabataan funds were also allocated in the office of the municipal mayor which limits the capabilities of the federation to allocate the said funds for SK projects and activities. Being the chairman of the Sports and youth development program in the Sangguniang Bayan, the federation president together with the rest of the SK chairman in the municipality believe that this funds should be allocated in the office of the Sangguniang Bayan or in the office of the SK federation itself for efficient project implementation. This was discussed by the President in one of the informal conversations of him with the previous municipal mayor but the latter disapproved the said recommendation for various reasons.



For the month of March, the municipal government sponsored a Palarong Bayan which entrusted the success of the said league to the SK municipal federation. The body was able to function well, sending their able sports participants to participate in the sports league. Sports uniform of the participating teams was possible because of the allocation of their respective SK funds by the SK officials of the barangay. Other expenses like the daily transportation and food expenses of the players were shouldered by the SK’s using their own personal funds.

Other activities for the feast day of our patron saint, Nuestra Seήora del Pilar were also actively participated by the SK federation.

After the March festivities, the tension of the incoming election was soon plaguing the citizen and even the youth of the municipality. To be able to relieve this, the SK promulgated a municipality wide project designed to go to the different barangays in the town. To formally open this project, a live band concert was held in Barangay Payompon titled: Rock for Peace II, Live Band Concert. Local Bands and newly organized bands in the municipality participated and performed in the overwhelming crowd in the Occidental Mindoro National High School open gym. Bands coming from other municipalities especially the municipality of Sablayan and Abra de Ilog also participated in the said event.



Just like the previous projects of the SK federation, this concert doesn’t have any admission fees or whatsoever. The youths especially coming from the town proper itself enjoyed and benefited the perks and privileges of having SK officials working with them side by side. After the welcome remarks of the SK municipal federation president Glicerio S. Almero III, the different bands proceeded and stimulated the eagerly waiting crowd. The participating bands also didn’t accept talent fees given to them after the said event; this is their initiative to help the SK federation in attaining their goals for the youth.

After the main concert, the live band caravan went to the different barangays in the municipality. Barangays outside the town proper were the first one that benefited the said caravan. Barangays like Talabaan, Fatima, Balansay, San Luis, Tayamaan, Tangkalan and most of the barangays in the town proper illuminated an excellent feedback about the live band caravan in their area. The SK chairmen and chairwomen only accrued minor expenses in accommodating the Bands. Transportation fees and other expenses by the bands are shouldered by the personal funds of the Federation President.

After the caravan, the federation also established a program design to teach interested and qualified youths in the town on how to play the musical instruments. The interested students that benefited this program accrued no expenses. All expenses are shouldered by the federation. Outcomes of these endeavors are two newly organized bands, organized through the aid of the federation. The said bands are now performing in other activities and programs sponsored by the SK officials.

The federation also conducted a program that enabled the katipunan ng kabataan and the SK federation to exchange views, tackles recent issues, and planned for future projects. The Federation officials went to different barangays that enabled them to grasp the main concern of the youths in the municipality. These enlighten the said officials and also the Katipunan ng Kabataan (KK) to the present issues and help them to construct a more effective, efficient and well organized project plan for a year.

The federation also supported different projects of schools in the town area. One example is the mural painting of the students of the Occidental Mindoro National High School. Although, some students are required by their teachers to implement the said project still the federation accompanied the students in accomplishing their projects and in return the students exchange the generosity of the federation through their paintings.




For this year, the candidates for the previously held Mr. and Ms. Teen Mamburao were assisted by the SK officials in their major expenses. The municipal government also spearheaded, through the help of the SK federation a Palarong Pangbayan Basketball League. Most of the barangays, through their SK’s were able to send their representatives to participate in the said sports league.

Previous projects of the federation are still being implemented just like the project concerning about the creation of other bands and the teaching of interested and qualified youth to play the said instruments.

For this year, most members of the federation focus their projects on construction projects that will benefit the youth, example of this projects are electrification program, basketball rings and SK parks. The federation also focuses on sports development program and projects that harness the other skills of the youth in their barangay.

The body will convene again during the 3rd quarter to hold a meeting and also for the project proposal for the third and fourth quarter. It is at this juncture that the SK municipal federation extended their utmost support for the leadership of the SK Provincial Federation President Kendi Villaroza and all of her SK Provincial officials.
