BARANGAY PAYOMPON






Barangay Payompon thru the chairmanship of the Municipal Federation President Glicerio S. Almero III, convened with its SK councilors to formulate its 10% annual development fund for the calendar year 2005 as mandated by Section 1, Article XVII of the Constitution and By-Laws of the Sangguniang Kabataan and other pertinent provisions of RA 7160.

The total allotted funds for this year amounted to Two hundred twenty thousand four hundred ninety-six and sixty eight centavos (220 496.68).

Forty five thousand pesos (45 000) was allotted to Sports and Youth Development Program. The said fund will be use to accommodate future sports league and other development program in the barangay designed to harness the different skills of the youth. Supposedly, there will be a summer league in the barangay, but due to other projects that are scheduled at the same time with the proposed summer league and other commitments to the barangay the said league was moved and was settled to be held during the last month of the year, specifically the month of December.

An inter-barangay basketball league through the initiative of our Municipal Mayor Joel Panaligan was held during the first quarter of the year, and our barangay was able to produce a representative team. For the reason that there are profuse talented youths in our barangay, previous members of the varsity were disqualified to give chance to other to represent his barangay. Due to the generosity of our barangay captain, Alvin T. Aquino he shouldered the team’s uniforms through their respective funds in the barangay.

Last March 20 of this year, the annual search for the Mr. and Ms. Teen Mamburao was held. Our Barangay was able to produce two pairs of contestants (two boys and two girls). Major expenses were shouldered and one of our contestants was crowned as Mr. Teen Mamburao.



Forty thousand pesos (40 000) was allotted to the Construction/Improvement/Repair of Parks/ Monuments/Markers. This will be use to improve an existing park located near the Silangan Market of the town proper. Due to budget constraints, our barangay captain proposed of a joint project between the SK and the barangay for the said park. Together, we will improve the said park to welcome visitors to our humble abode. Also, there are still savings coming from our previous annual development fund during the year 2003 and 2004. This will support our goal to improve the said park and for other purposes as well.



Last year, several streetlights were constructed through the help of some barangay officials. SK officials in the barangay were usually the ones that are requested to bring up this issue to the higher level, in this case the Barangay. The officials deliberated this issue, and after consideration the barangay was able to put up a number of street lights in areas that are in need of this electrification program.

The pioneer project of the SK officials of Barangay Payompon is the acquisition of musical instruments for live bands. This motion by the body was unanimously approved because of the numerous benefits that it will bring to the barangay.

The SK officials launched a program that enabled the qualified youths in the barangay to be taught by senior band members so that they can also organize their own bands. As of this date, three bands were created because of the said program. The said bands are currently performing in SK related activities and are usually invited to perform in other barangays. These band members are proud products of the SK officials of Barangay Payompon.



For this year, the body agreed to a total of one hundred thousand pesos (100 000) for the allotment of the electrification program. This project gives priority to the remaining streets and roads in the barangay. Those roads without proper lighting usually cause a lot of accidents and other unwanted incidents. Our goal for this year is to lessen those kinds of incidents and to provide accident free roads. Those projects will likely be implemented at the end of month of May or in the third quarter of this year.

Clean and Green program was obviously included in our yearly planning. Our mission for this year is to revive past projects of the previous SK administration in our barangay, most specifically the trash cans which separate those biodegradable from the non-biodegradable. These trash cans are located in key areas in our area. A total of ten thousand pesos (10 000) was allotted for this project.

Trainings and Seminars was also included in the yearly annual development to provide our officials to grasp certain and important tools in improving their skills in leadership and in developing new leadership style. Two of the SK Kagawads served as the representatives in the recent training and seminar held in the city of Baguio by the DILG concerning issues affecting barangay governance. This step would greatly enhance their leadership skills and they will be able to share what they have learned in the seminar to our fellow youth.

Also, previous projects of the barangay were still being implemented especially the training of qualified youths to engage in recreation to the musical instruments acquired last year.
